Clinic + Meta Ads: common problems

  • Plenty of followers on Instagram, but no enquiries
  • Our ads keep getting rejected under Meta's health policies
  • CAPI is something I have heard of, but I am not sure whether it is set up

Clinic + Meta Ads: why it works differently

For clinics, advertising works inside a framework found in no other sector. In Türkiye, promotion by healthcare providers is restricted by regulation: messaging that turns into creating demand, steering patients or claiming a comparative advantage is not accepted. The platform's own advertising policies come on top of that: Meta restricts targeting that implies a person's health condition and the use of before-and-after images. If these two layers are not considered together, the campaign either never gets approved or gets approved and later triggers restrictions at account level. So in a clinic campaign, the first design decision is not the target audience but which messaging will stand up to both the regulations and the platform's policies. The moment the copy steps outside this framework, it no longer matters how well the campaign is targeted.

The second issue is lead quality. In fields such as aesthetics, dentistry and hair transplants, there is a real gap between someone filling in a form and someone coming to the clinic; people who only ask about price and disappear, who write from a province far away, or who are not suitable for the procedure itself fill in the form just as easily. That is why the lead form is designed not as a contact box but as a pre-screening tool. Speed comes on top of that: when making a healthcare decision, users often write to several clinics on the same day, and the one that replies first gets the conversation. How many minutes it takes for a form to reach the patient intake screen is often more decisive than the ad copy. So the clinic's internal process is as much part of the design as the campaign.

In practice, the set-up begins by making the conversion signal robust. The browser pixel on its own produces incomplete data; because the Conversions API sends the same event from the server as well, optimisation works with less loss. Next, a lookalike audience is built from sources that carry no personal health data, such as website engagement, and delivery is concentrated on that audience within a narrow area. Because the same creative wears out quickly with a narrow audience, production is planned not as a one-off but as a monthly flow. Measurement does not stop at the number of forms either: how many forms turned into appointments, and how many appointments into procedures, is fed back from the clinic, and the bidding strategy is adjusted to that feedback. Otherwise the result is cheap forms that lead nowhere. Once the cycle has settled, any increase in budget can be justified by measured results rather than guesswork.

What is in the package?

Clinic + Meta Ads: what the package delivers

Scope in writing, process step by step, results reported. The fee depends on scope, number of channels and, for ads, the ad budget; a written proposal follows the first call.

  • 01 Lead form campaign set-up (Instagram and Facebook)
  • 02 Informative creative built around the regulations (process, team, clinic setting)
  • 03 Meta Pixel and Conversions API (CAPI) integration
  • 04 Interest and behaviour-based targeting (no patient list uploaded)
  • 05 8+ creative variations a month (to prevent ad fatigue)
What each item in the scope is for
Scope itemWhat it is for
Lead form campaign set-up (Instagram and Facebook)Lets users fill in a form inside the app without being sent to the website. Because there are fewer steps, completion rates on mobile rise, and contact details come from fields pre-filled from the profile.
Informative creative built around the regulations (process, team, clinic setting)Because healthcare promotion rules do not allow before-and-after images of patients, the story is told through the process, the team and the clinic setting; this also lowers the risk of ads being rejected.
Meta Pixel and Conversions API (CAPI) integrationSends the conversion event from both the browser and the server. Less signal is lost to browser restrictions, and the algorithm learns more accurately who actually fills in the form.
Interest and behaviour-based targeting (no patient list uploaded)Health data is a special category of personal data under KVKK (Türkiye's data protection law); patient lists are not uploaded to the advertising platform. Targeting is built from interest, behaviour and website engagement signals.
8+ creative variations a month (to prevent ad fatigue)With a narrow audience, the same creative is used up quickly and performance drops as frequency rises. A regular flow of variations keeps delivery fresh and shows, side by side, which messaging gets a response.

Meta Pixel + CAPI
Instagram Lead Ads
WhatsApp Click-to-Chat
PlatformIts role in this package
Meta Business SuiteThe management panel where campaigns, audiences and budgets are managed, and where page, account and asset permissions are organised in one place.
Meta Pixel + CAPIPasses conversion events from the site and the server to the platform; forms the data layer that optimisation relies on.
Instagram Lead AdsThe surface where the form is actually filled in; as the channel where visual storytelling comes first, it is the campaign's main placement.
WhatsApp Click-to-ChatTakes users who do not want to fill in a form straight into a chat; helps the patient intake team make first contact faster.
Frequently asked questions

Clinic + Meta Ads: frequently asked questions

Why do my Meta ads keep getting rejected?

Meta applies a restrictive policy to ads that refer to health or personal attributes; copy that addresses a person's body or health directly ("Are you overweight?") is rejected. We write the copy with these policies and healthcare advertising rules in mind from the outset; this lowers the risk of rejection but cannot remove it.

How do I know whether CAPI is set up?

It shows in Events Manager, where you can see whether each event comes from the browser or the server; we check this with you in the free initial call. With the Pixel alone, some conversions never reach Meta because of browser restrictions and ad blockers; the Conversions API reduces that loss.

Does collecting enquiries through WhatsApp make sense?

For most clinics, yes: many patients in Türkiye prefer to ask their first question by message. We set up ads with a "message us on WhatsApp" button; what matters is that messages reach the patient coordinator quickly and that reply times are tracked.

How does a lookalike audience work?

A lookalike audience finds people similar to a source audience you give Meta. Because patient lists can count as health data, we do not upload them as a source; we build lookalikes from sources such as website engagement that carry no personal health data. Meta's health-category restrictions mean this option is not available on every account.

What are Facebook Lead Ads?

Facebook Lead Ads are a Meta ad format that lets users fill in a form, with contact details pre-filled from their profile, without leaving the ad; the same format works on Instagram. For clinics we design this form as a pre-qualification tool, because people who ask about price and disappear, or who are not suitable for treatment, fill in the form just as easily. How quickly the form reaches the patient intake team is also tracked; in healthcare decisions, the clinic that replies first often gets the consultation.

What determines the cost?

The service fee depends on the number of campaigns, the number of creatives and videos produced each month, and how much of the WhatsApp and form flow we run; ad spend is paid to Meta separately.

What do you need from us?

Access to your Meta Business and ad accounts, technical access to your site for the Pixel and Conversions API, a suitable day to film doctors and the clinic, and your legal adviser's approval for copy and images. We do not ask for patient lists or health data.
